Position Description

The ideal candidate will serve as a subject matter expert capable of bridging the gap between vendor technology and clinical operations. They must possess a strong understanding of the product's functionality and troubleshooting techniques, enabling them to validate system performance and identify issues. This includes evaluating current workflows, recognizing opportunities for optimization, and recommending improvements in either system design or operational processes. The candidate should have firsthand industry experience in Oracle Behavioral Health solutions and demonstrate deep familiarity with the application of electronic health records in that setting. They must work to resolve issues and change requests. They must be able to confidently lead discussions with diverse stakeholders, assess current-state workflows, and propose enhancements that consider both immediate needs and downstream impacts. Additionally, they should be adept at articulating changes to affected groups, integrating those insights into training content and communication strategies to support long-term success across future rollouts. Type of Employment: Full-time salaried and fully benefited position

Work Location/Travel: Expected 50% travel required; applicants must be free from travel restrictions to accommodate evolving needs of the client.

Salary Range: $95,654 - $129,187 base salary, depending on experience and location. Competitive salary/pay, potential for bonuses. There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is highly competitive but dependent upon employment type (1099, contract, W2).

Role Reports to: Managing Director of Clinical Services

Direct Reports: This role has no direct reports.

Responsibilities:

  • Lead the configuration, testing, and deployment of Cerner/Oracle Behavioral Health modules, including Behavioral Health PowerForms, documentation templates, order sets, and clinical workflows.

  • Collaborate with clinical stakeholders, informaticists, and technical teams to align system capabilities with behavioral health service delivery requirements.

  • Conduct workflow assessments and gap analyses to inform optimization strategies in mental health, substance use, and integrated behavioral health services.

  • Provide subject matter expertise during system implementation, Go-Live, and sustainment phases, including end-user training, go-live support, and troubleshooting.

  • Translate clinical and regulatory requirements into system design specifications in compliance with DoD/VA standards and accreditation guidelines.

  • Participate in change control, user acceptance testing (UAT), and the development of training materials, quick reference guides, and system documentation.

  • Serve as a liaison between behavioral health clinicians and technical development teams to advocate for usability, performance, and clinical relevance.

  • Monitor system performance and user feedback to recommend enhancements that improve efficiency and patient outcomes.

  • Support integration and interoperability initiatives related to behavioral health across ancillary systems and data exchange interfaces.

  • Conduct workflow impact analyses and presents to targeted stakeholders, including executives as needed.

  • Leveraging knowledge and wisdom, advocating solution designs, promoting enterprise standardization while recognizing operational complexity.

  • Identify future-state improvement opportunities through active field engagement and contribute to the evolving solution roadmap.

Knowledge and Skills Required:

  • Strong understanding of behavioral health workflows, including crisis intervention, outpatient therapy, inpatient psychiatric care, and addiction services.

  • Familiarity with DoD/VA behavioral health programs, policies, and care models (e.g., MHS GENESIS, VA EHRM)

  • Knowledge of privacy, security, and data sharing regulations applicable to behavioral health (e.g., HIPAA, 42 CFR Part 2).

  • Strong analytical, communication, and collaboration skills with the ability to work in multidisciplinary teams.

Education/Certification Required:

  • Bachelor's degree in Nursing, Social Work, Psychology, Health Informatics, or a related clinical technical field required, Master's degree preferred.

Preferred - Education/Certification:

  • Master's degree in Health Informatics, Healthcare Administration, Clinical Informatics, Information Systems, or Public Health

  • Certification in Cerner/Oracle Behavioral Health solutions or related applications is preferred.

Experience Required:

  • 5+ years of experience in Behavioral Health clinical settings and/or Health IT roles including supporting Cerner EHR implementations.

Technical Skills:

  • Proficiency in Cerner/Oracle Health Behavioral Health modules, including documentation tools, treatment planning, and clinical decision support

  • Experience with Cerner system configuration and optimization for inpatient and outpatient behavioral health workflows

  • Familiarity with testing processes including unit, integration, and user acceptance testing (UAT) for behavioral health features

  • Working knowledge of clinical analytics tools (e.g., Lights On Network, HealtheAnalytics) to support reporting and quality improvement

  • Understanding of data privacy and compliance standards (HIPAA, 42 CFR Part 2), and role-based access control in clinical systems

  • Competency with project management and documentation tools (e.g., Jira, ServiceNow, Microsoft Office, SharePoint)
