Pay is depending on experience. Minimum is $4,226.21 bi-weekly

Position Summary

The Financial Crimes Compliance Manager is responsible for daily oversight and administration of the bank's Financial Crimes Compliance (FCC) program, including Anti-Money Laundering (AML), Bank Secrecy Act (BSA), USA PATRIOT Act, and Office of Foreign Assets Control (OFAC) sanctions compliance. The FCC Manager serves as a subject matter expert, manages the financial crimes compliance team, and works closely with the Compliance Director to ensure compliance with applicable laws and regulations.

The following duties are intended to provide a representative summary of the major duties and responsibilities and ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional duties.

Essential Duties and Responsibilities

  1. Administer the bank's Financial Crimes Compliance Program, in alignment with regulatory requirements and industry standards, with direction and oversight of the Compliance Director. May serve as the designated BSA Officer, or provide direct support to the appointed BSA Officer, and contact for regulatory examinations and internal audits related to financial crimes compliance.
  2. Ensure policies, programs, and procedures related to BSA/AML, OFAC, USA Patriot Act and other applicable anti-fraud regulations are current, accurate, and effective.
  3. Conduct periodic BSA/AML/OFAC risk assessments and recommend program enhancements based on identified risks.
  4. Monitor and evaluate effectiveness of the bank's transaction monitoring systems, customer due diligence (CDD) processes, and suspicious activity reporting protocols.
  5. Ensure timely and accurate filing of Suspicious Activity Reports (SARs), Currency Transaction Reports (CTRs), and other regulatory filings with escalation to the Compliance Director as appropriate.
  6. Maintain records and documentation in accordance with regulatory expectations.
  7. Lead, mentor, and develop compliance staff responsible for financial crimes monitoring and investigations.
  8. Collaborate with corporate education to develop/deliver ongoing training for employees, management, and the Board of Directors on financial crimes compliance alongside the broader compliance team.
  9. Assist the Compliance Director in preparing for regulatory exams and audits related to financial crimes compliance.
  10. Partner with retail banking, department managers, and deposit/lending compliance to ensure compliance risks are identified and managed appropriately.
  11. Collaborate with affiliates and/or wholly owned subsidiaries for organizational consistency in compliance approach.
  12. Prepare reports, summaries, and recommendations on investigation findings for the Board of Directors and Northrim Bank executives.
  13. Complete online, written and in-person compliance training within established timeframes.
  14. Other duties as assigned.

Supervisory Responsibilities

  • Carry out supervisory responsibilities in accordance with the company policies and applicable laws. Responsibilities include scheduling hours, interviewing and training employees; planning, assigning, and directing work; conduct performance evaluation; working with HR to address work related issues.
  • Ensure employees complete compliance training within established timeframes; understand and implement compliance requirements applicable to their positions.

Qualifications

Education

  • Bachelor's degree in Business, Finance, Accounting, or other related field.

Experience

  • Ten years of progressive experience in BSA/AML, OFAC and financial crimes compliance to include:
    1. Three years of experience in financial crime investigations.
  • Experience with regulators, managing examinations, and/or reporting to external regulators and auditors.
  • Related military education/experience may be used as a substitute for education or work experience.

Licenses & Certifications

  • Certified Anti-Money Laundering Specialist (CAMS), Certified Financial Crime Specialist (CFCS), or other similar professional certifications. If not already attained, will be a requirement within a reasonable period of time from starting date depending on examination availability/scheduling.

Knowledge & Communication Skills

  • Exceptional communicator with the talent to easily identify issues, problems or concerns and mentor staff to self-discover resolutions and solutions.
  • Thorough knowledge of BSA/AML, OFAC, and applicable anti-fraud regulations.
  • Excellent time management skills and ability to manage and prioritize rapidly changing workloads to ensure deadline completion.
  • Must understand and have the ability to implement applicable compliance requirements.

Analytical & Decision Making Skills

  • High level of analytical skill to research and analyze complex regulations. Must be able to understand how regulations are effectively implemented within the Bank's operations.
  • Strong statistical/data analysis skills. Ability to evaluate and interpret complex data sets.

Computer/Software/Other Equipment Skills

  • Expert knowledge of MS Office Suite, including Word, Excel, PowerPoint, and Outlook. Ability to operate standard office equipment such as PC, printer, fax/copier, and telephone.
  • Experience with BSA/AML software.
  • Ability to utilize and manage complex loan data analysis software, reports and applications is a necessity.
