North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer's mission. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.
Successful candidates will be employees of NWS, a premier government contractor charged with employing highly-motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.
The Global Security N Program has an opening for a Nuclear Research Scientist with experience and understanding of US efforts that support the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) Preparatory Commission and the CTBTO Provisional Technical Secretariate (CTBTO-PTS) on the International Monitoring System (IMS), International Data Centre (IDC). The successful candidate will have extensive knowledge of nuclear test limitations. The successful candidate will participate in future CTBTO sessions of Working Group B (WGB), Science and Technology meetings, focused workshops hosted by CTBTO-PTS and Verification Monitoring Task Force (VMTF) meetings led by the US DoS.
This position may require the employee to have the flexibility to work overtime, shift, and/or weekends to accomplish goals. The selected candidate will be required to pass various on-site training modules to pursue work assignments.
Essential Duties
- Participate with CTBTO-PTS alongside the United States (U.S.) Delegation, to provide guidance for the CTBTO Preparatory Commission WGB Technology Refreshment efforts to inform WGB planning and oversight.
- Collaborate with CTBTO staff, WGB Expert Group Chairs, States Parties to CTBT, and researchers to offer expertise and guidance ensuring that verification technologies-instrumentation, data processing, data dissemination, and processing-remain current and robust.
- Review and provide recommendations on new technologies that support and enhance CTBT verification.
- Monitor and advise on the development and execution of plans for IMS sustainment, IDC re-engineering, and CTBTO SnT Conferences.
- Assist in coordinating agendas for the three informal expert groups (Waveform, Radionuclide, and Joint Expert groups) that meet during WGB, offering input and guidance as needed.
- Participate in WGB sessions in Vienna, Austria, twice per year, providing advisory support to the U.S. Delegation and Task Leader for technology refreshment.
- Attend VMTF meetings and offer guidance and support to the LLNL NTL lead, program manager, and USG stakeholders to help achieve technical and programmatic milestones and deliverables that can support technology refreshment from a U.S. perspective.
- Perform other duties as assigned.
Essential Skills, Knowledge, and Abilities
- PhD in Geophysics, or a related earth science field, or equivalent experience working on projects funded by DOE/NNSA/NA-22 Defense Nuclear Nonproliferation (DOE DNN).
- Experience with DOE DNN office, requirements, goals, objectives, and project development.
- Knowledge of the long history of support to the CTBTO-PTS and involvement in the process.
- Experience with WGB participation, participating in Expert group meetings as well as US-PTS meetings during WGB sessions.
- Knowledge of verification technologies - instrumentation, data processing, data dissemination, and processing used by CTBTO-PTS.
- Demonstrated ability to work well with team members within LLNL and across DOE Laboratories.

Anticipated Clearance Level: Q and SCI
(position will be cleared to this level). Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
