Founded in 1953, Hudson Valley Community College (HVCC) located in scenic Upstate NY is a multi-campus College with locations in Troy and Malta New York. HVCC offers more than 80 degree and certificate programs in three schools: Business and Liberal Arts; Health Sciences; and Science, Technology, Engineering and Math (STEM). Hudson Valley is one of 30 community colleges in the State University of New York (SUNY) system and serves nearly 9,000 students each year. In order to be considered an applicant for this position you must meet the minimum qualifications as stated in this announcement. HVCC does not support Visas. Applicants must currently hold an unrestricted employment authorization to work in the United States and appointment will be contingent upon completion of a background check.

Minimum Qualifications: Bachelor's degree in Accounting, Finance, Business Administration, or related field; six (6) years of experience in human resources and/or payroll in a post-secondary environment. Maintaining accounts and records, proficiency with Microsoft Office products, strong interpersonal communication, and strong organizational skills required. Experience with Ellucian Banner, ADP, and UKG is required. Notary preferred.

Nature and Scope of Duties:
The Assistant Director of Human Resources reports to the Director of Human Resources and Budget or their designee and performs the following duties:

1. Collects, organizes, interprets and summarizes human resource data to provide usable information to assist HR and the College with decision making, policy formulation and other HR functions.
2. Ensures time and attendance compliance with all collective bargaining unit agreements including but not limited to tracking of adjunct absences, DC extra days and overload.
3. Works collaboratively with Finance and Payroll to ensure accurate data is transferred for pay of all employees. This would include oversight of the ADP or other program flow for recruitment to hire procedures, documents and enrollment.
4. Calculates faculty student contact and credit hours for pay and compliance with labor agreements.
5. Completes required reporting from collective bargaining agreements including but not limited to Seniority, provisional and probationary lists
6. Maintains timekeeping and accrual system [UKG] for the College and the EOC, including but not limited to scheduling, accruals, and pay.
7. Responsible for preparing data and or reports for Affirmative Action [AA], the Affordable Cares Act [ACA], IPEDS and ad hoc data for labor negotiations.
8. Completes annual calculations and data collection for auditors to include vacation accrual and termination benefits.
9. Prepares, reviews and analyzes statistical, financial and personnel reports for internal (College) or external (Federal, State, County, etc.) distribution/submission.
10. Assists with annual Assessment plans and fiscal year-end closing for the Office of Human Resources and corresponding payroll data needs.
11. Assists with personnel issues at the College, branch campuses and the Educational Opportunity Center.
12. Responsible for oversight, implementation and maintenance of H RIS systems and comprehensive automation of recruitment, onboarding, benefit election, personnel files and payroll implementation.
13. May be responsible for supervision of office and staff including training and evaluation.

14. Responsible for the analysis, implementation and calculation of benefits including but not limited to annual health insurance and other benefit rates in accord with the collective bargaining agreements.
15. Performs other duties assigned.

This is a full-time 12-month, Management Confidential position with a salary range of $65,000.00 to $75,000.00.
