Job Summary
Knowledge Management SME provides support for the West Virginia National Guard (WVNG) Ridge Runner IWX Program. As Knowledge Manager (KM), the contractor shall provide KM support services focused on improving collaboration, access to information, and organizational learning. Oversee KM initiatives and be responsible for the administration and optimization of the organization's Microsoft SharePoint, Microsoft Teams, and Power BI platforms. The work will support both internal operations and the organization's broader strategic objectives by enhancing knowledge accessibility and analytical capabilities. The contractor shall be provided government furnished computers, office space, Common Access Card and SIPRNET token, tools, and access to KM systems to perform duties assigned.
Role and Responsibilities
- Maintain NIPR and SIPR websites.
- Develop and maintain knowledge management and knowledge sharing strategies, repositories, and tools aligned with organizational goals.
- Document KM strategy reviewed quarterly and implemented effectively.
- Conduct knowledge audits to identify gaps, redundancies, and opportunities.
- Maintain and update all Ridge Runner repositories.
- Establish and facilitate Communities of Practice (CoPs) and collaborative forums.
- Support knowledge captured from exiting personnel or project closeouts.
- Create and maintain KM policies, processes, and governance documentation.
- Promote knowledge-sharing culture through initiatives and campaigns.
- SharePoint Administration
- Maintain SharePoint environment including content management, access control, and site performance within the All-Partners Access Network (APAN), Army SharePoint, and USSOCOM SharePoint.
- Design and manage SharePoint sites, libraries, lists, and workflows.
- Ensure proper permissions and access control aligned with data governance policies.
- Support site migrations, structure redesigns, and metadata enhancements.
- Manage site templates, versioning, and retention policies.
- Collaborate with IT Helpdesks for technical upgrades, integrations, or custom development needs.
- Troubleshoot SharePoint issues and liaise with enterprise IT support if needed.
- Collaborate with stakeholders for site content and functionality.
- Microsoft Teams Support
- Support collaboration and communications via MS Teams.
- Create well-organized, accessible Teams channels with proper permissions.
- Administer Teams and Channels, including governance and lifecycle management.
- Define and enforce naming conventions, data classification, and team ownership policies.
- Train users on effective collaboration using Teams, including document sharing, chats, meetings, and apps.
- Integrate SharePoint libraries and OneNote with Teams for centralized knowledge sharing.
- Monitor Teams use and provide analytics and recommendations for better collaboration.
- Power BI Administration
- Design and maintain Power BI dashboards and reports to support KM metrics and decision-making.
- Administer Power BI dashboards and manage data connections and access ensuring data connections, refresh schedules, and gateway configurations are functioning.
- Create accurate, timely data reports with intuitive visualizations.
- Collaborate with data owners to define and extract relevant data sources.
- Provide training on Power BI report usage and data interpretation.
- Develop KM performance dashboards (e.g., content usage, collaboration activity, training participation).
- Monitor Power BI workspace access, permissions, and governance.
- User Training & Support
- Deliver training and support on KM tools and platforms.
- Conduct one-on-one or group training sessions for SharePoint, MS Teams, and Power BI.
- Develop and deliver KM-related training materials, tutorials, and workshops.
- Create job aids, quick reference guides, and onboarding materials.
- Train end users on KM best practices, content tagging, metadata, and document lifecycle.
- Provide ongoing user support and serve as a help desk escalation point for collaboration tools.
- Reporting and Metrics
- Track usage, performance, and user satisfaction across KM platforms.
- Present monthly reports with Key Performance Indicators (KPI) and actionable recommendations with 100% on-time report delivery.
- Additional Duties as required
- Document SOPs and workflows for tool usage and knowledge processes.
- Coordinate with cybersecurity and records management offices for compliance.
- Provide regular reports or briefings to leadership on KM initiatives and metrics.
- Serve as a liaison between functional offices and IT to translate KM needs into technical solutions.
Supervisory Responsibilities
Required Qualifications and Education
- Minimum of 5 years in a Knowledge Management or Information Management role.
- At least 3 years managing SharePoint environments, including user roles, site structure, permissions, and content workflows.
- At least 2 years of experience with Microsoft Teams, including setup, policies, and support.
- At least 2 years of experience administering Power BI, including dashboard development and data integration.
- At least 2 years of experience managing websites.
Preferred Qualifications and Education
- Contractor personnel shall comply with the security requirements defined by the agency. This may include background investigations, signed non-disclosure agreements, and compliance with federal cybersecurity standards such as NIST 800-53.
- Must possess and maintain a minimum of a Secret Clearance prior to access to classified systems.
- Bachelor's degree in Knowledge Management, Information Systems, Information Technology, Library/Information Science, Business Administration, or a related field.
- Microsoft Certified SharePoint Administrator Associate
- Microsoft 365 Certified Teams Administrator Associate
- Microsoft Certified Power BI Data Analyst Associate
- Certified Knowledge Manager (CKM) or equivalent.
- Strong knowledge of KM principles, including taxonomy, content lifecycle, and collaboration frameworks.
- Proficiency with Microsoft 365 tools, including SharePoint, Teams, Outlook, OneDrive, and Power BI.
- Basic PowerShell scripting experience is preferred.
- Familiarity with information governance, cybersecurity, and federal IT standards.
- Excellent communication, facilitation, and interpersonal skills.
- Ability to translate technical information into user-friendly documentation.
- Strong problem-solving and organizational skills.
Work Authorization / Security Clearance requirements
- Must be able to obtain and/or maintain Secret clearance.
- Exercise dates vary; must be available for pre-exercise planning calls and on-ground execution.
