Current Assignment The Sr. Manager of Planning for the Capitol Corridor Joint Powers Authority (CCJPA) is responsible for directing, managing, supervising, and coordinating the activities and operations of the CCJPA Planning Department. This includes overseeing service and infrastructure investment strategy and planning, identifying and securing local, regional, state, and federal grant funding, and leading strategic planning initiatives to enhance customer experience and amenities. The role also involves representing CCJPA on planning issues across various governmental levels, coordinating with internal departments and external agencies, and providing high-level administrative support to the Managing Director of Capitol Corridor. The position plays a critical role in shaping the long-term vision and operational effectiveness of the Capitol Corridor service.
The ideal candidate will have direct experience working for the Capitol Corridor Joint Powers Authority (CCJPA). Management and oversight of Capitol Corridor programs and related initiatives is strongly preferred.

Examples of Duties

- Assumes management responsibility for CCJPA's planning activities, including long and short-term planning activities related to the improvement and expansion of Capitol Corridor intercity rail service and the enhancement of customer service.
- Monitors and evaluates the efficiency and effectiveness of CCJPA's planning department and recommends appropriate service and staffing levels.
- Plans, directs, coordinates, and reviews the work plan for assigned employees; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
- Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
- Oversees and participates in the development and administration of the Capitol Corridor annual budget for inclusion in the Annual Business Plan; participates in the forecast of funds needed for staffing, contractors, equipment, materials, and supplies; monitors and approves expenditures.
- Routinely prepares materials for and presents to the CCJPA Board; develops related Board action and information items for the Board packet.
- Represents Capitol Corridor on local, regional, state, and federal planning issues.
- Manages system planning, including service enhancements, expansions, and extensions; identifies funding alternatives; presents findings to various stakeholders; engages with key partners including the Federal Railroad Administration (FRA), Amtrak, right-of-way (ROW) owners, Caltrans, and the California State Transportation Agency (CalSTA).
- Supports the identification of potential funding sources for planning activities, infrastructure projects, equipment investment, technology upgrades, customer service enhancements, and other actions that support and enhance Capitol Corridor service.
- Leads actions to obtain identified sources of funding including the preparation of grant proposals, presentations, California Transportation Commission (CTC) engagement, or other related activities.
- Prepares and administers requests for proposals; reviews and evaluates proposals; participates in award and administration of contracts.
- Manages the preparation of a variety of organizational studies, investigations, and operational studies; analyzes complex service/extension planning problems; evaluates alternative solutions to problems; recommends modifications to long and short-term programs, policies, and procedures as appropriate.
- Oversees the development of a multi-year Capital Improvement Program for the Capitol Corridor service area to include potential fund sources.
- Manages studies and programs to enhance the customer experience in coordination with other Capitol Corridor departments, including topics such as fare policy, fare media, service changes in response to change in travel, special events, customer communication systems, and technology enhancements.
- Engages with the public as appropriate as a part of the Annual Business Plan process, project development, and operations; responds to and resolves difficult and sensitive citizen inquiries and complaints.
- Monitors regulatory changes, guidance, and legislation related to assigned area of responsibility; evaluates impact upon Capitol Corridor operations; recommends and implements practice and procedural improvements.
- Serves as Capitol Corridor's representative on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of transportation planning.
- Liaises with other Capitol Corridor department leaders to develop, coordinate, deliver, and transition customer amenities or functions using an awareness of technological evolution and modernized service delivery concepts.

Minimum Qualifications

Education:
Possession of a bachelor's degree in transportation planning, urban planning, economics, business administration, public administration, or a closely related field from an accredited college or university.
Experience
:
The equivalent of six (6) years of full-time verifiable professional transportation planning experience, which must have included at least two (2) years of management experience.
Substitution
:
Additional professional experience as outlined above may be substituted for the education on a year-for-year basis.
