The Police Property and Evidence Supervisor is responsible for overseeing and performing technical duties related to receiving, processing, cataloging, preserving, storing, and disposing of evidence and other property submitted to the Property and Evidence Section of the Airports Authority Police Department.

Police Property and Evidence Supervisor

Works under the general supervision of the Police Support Services Lieutenant.

Serves in the Metropolitan Washington Airports Authority Police Department in the Police Station at Ronald Reagan Washington National Airport (DCA) or at Washington Dulles International Airport (IAD).

In conjunction with subordinate Corporal, oversees the processing, storing, and cataloging of all property and evidence gathered by the Airports Authority law enforcement personnel. Safeguards and maintains proper integrity and chain of evidence and ensures that all releases and dispositions of property are legal and properly documented. Catalogs evidence and maintains and updates property and evidence documentation and records. Completes chain of custody entries and testifies in court. Performs related functions.

GENERAL RESPONSIBILITIES

Oversees the processing of property and evidence from law enforcement personnel.

Oversees, maintains, and secures the Property Control Room. Ensures Property Control Room adheres to professional accreditation standards.

Tracks and accounts for high-valued or sensitive items recovered by officers.

Inspects and observes evidence received to determine compliance with prescribed packaging standards and to ensure all items are accounted for.

Catalogs evidence and found property for storage and easy retrieval according to prescribed procedures and regulations.

Conducts purges to destroy unwanted evidence as required by law or regulation.

Preserves all incoming property from contamination, theft, or loss.

Maintains and updates property documentation with tracking information and "chain of custody".

Ensures that all releases and dispositions of property are legal and properly documented. Arranges and documents interim releases and returns of property for court, crime lab analysis, or investigative use.

Responds to inquiries from both law enforcement personnel and citizens concerning property in custody. Prepares and forwards property-related forms to requesting units and agencies.

Determines appropriate and lawful disposition of property; releases property to officers, property owners, the courts and/or other agencies; maintains an accurate accounting of all property transfers and releases.

Enters information pertaining to property and evidence status into computer for evidence tracking and management.

Prepares evidence for submittal and return to and from the lab. Ensuring required lab submittal paperwork is complete and accurate; locating and collecting paperwork and evidence being submitted to the lab; completing chain of custody entries for evidence to preserve the integrity of the evidence; matching evidence with corresponding property sheets and lab analysis reports; relocating evidence to proper storage location and updating RMS.

Serves as liaison between the department and other local, State, and Federal law enforcement agencies.

Provides for maintenance of the storage facility. Ensures that property room remains as safe as possible for employees as well as property.

Inventories property based on the policy demands of the department. Performs physical inventories of the property and evidence.

Prepares evidence and recovered property for Destruction. Disposes of property and evidence, utilizing established department guidelines and laws. Prepares for the destruction of drugs and paraphernalia.

Maintains computerized records on the disposition of evidence and other impounded property.

Delivers evidence to courts and testifies on the disposition of evidence when necessary.

Accountable for the security and integrity of the evidence room; is responsible for preserving the critical chain of evidence. Testifies in court when subpoenaed.

Supervises and assign tasks to assigned property and evidence Corporal as well as ensures consistency with duties, roles and responsibilities.

Performs other duties as assigned.

QUALIFICATIONS

Five years of progressively responsible experience in security-focused administrative and clerical work.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Knowledge of basic principles and practices of warehousing, inventory control, and storage.

Knowledge of Federal, State, and local laws related to property and evidence management and storage.

Skill in inventory control.

Ability to speak and write effectively.

Ability to perform basic analyses of data and information.

Skill in using a computer and modern office suite software, with emphasis on access control systems.

PREFERRED QUALIFICATIONS

Associate degree.

Experience as a police officer or administrative support role in a law enforcement or court environment.

Evidence recovery or packaging experience.

Membership in Professional Organization(s) dedicated to the proper collection, preservation, storage, processing and disposal of property and evidence. For example: Virginia Association of Property & Evidence Professionals (VAPEP) or International Association for Property and Evidence, Inc. (IAPE).

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

Certification as a Virginia Criminal Information Network (VCIN) Operator within six months of hire, promotion, or placement in the job.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

Work requires moderate physical exertion (lifting objects up to 25 pounds).

A background security investigation will be required for all new hires.
