Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking an Application Programmer to become a member of the Institutional Planning and Operations (IP&O) Application Development team. The team builds all the custom applications and systems integrations used by the division. The primary development framework is Microsoft. NET using C# and . NET Core. Databases used for development are Oracle and SQL Server. The position will report to the Director of IT for Application Development.

Among the key duties of this position are the following:

  • The Application Programmer will assist various developers and data owners to develop applications containing required features and modifications.
  • Development tasks include documenting specifications, programming, testing (manual and automated), and troubleshooting.
  • The Application Programmer will also support daily operations by monitoring, running, and automating custom system processes and tasks.
  • The position is also responsible for staying informed of advances in technology and adapting to new development tools and techniques.
  • Operates under close supervision.

Minimum Salary 68706.00
Mid Range Salary 86914.00
Maximum Salary 105121.00

Minimum Education and Experience

  • Bachelor's degree or equivalent relevant education and experience.


Certifications/Licenses
Required Knowledge, Skills, and Abilities
Must have experience in the following tools/technologies:

  • Microsoft .NET Core 7 or newer, C#.NET, Entity Framework,

  • ASP.NET, SQL, Visual Studio, Git source code management.
  • Must be able to write secure programming code.
  • Utilizing secure design principals and secure programming techniques.

Preferred Qualifications
  • Candidates with development experience in Oracle/SQL Server databases, xUnit/NUnit test frameworks, and enterprise University systems are preferred.
