Job Description:
- Experience. Identify experience providing staffing for Electricians in or around Palo Alto, California. If none, identify experience providing staffing Electricians in general.
Role & Responsibilities:
- a) The electrician must have California electrician's license C-10 or equivalent.
- b) The electrician shall have trade and shop knowledge expected of a full performance journeyman, including the knowledge and ability to read and write and to use simple shop or trade mathematics. The electrician must have the skill and knowledge to repair, test, and calibrate the four different types of central control consoles, which are in use at all divisions, involving complex line balancing systems, rectify voltage sensing relays, emergency power transfer relays, supervisory trouble alarm circuits, excelsior registers, circuit monitoring relays, and the many devices involved.
- c) The electrician shall have the skillset to perform maintenance, installation, modifications, additions, repairs, troubleshooting, and testing of building electrical systems and equipment, such as distribution panels, circuit breakers, power supplies, rheostats, switches and outlets of all types, fluorescent and incandescent fixtures, lamps, fans, heating devices, appliances, buzzer and bell circuits, temperature and pressure controls, and regulators. The electrician shall have the knowledge and skillset to Install conduit, wiring and cable and complete splices and connections and test circuits for continuity and safety.
- d) The electrician shall have the skillset to performs routine maintenance, repair, service, and cleaning of high voltage distribution systems including switchgear, transformers, power supplies, constant voltage regulators and systems, and emergency and alternate power systems and circuits.
- e) The electrician shall have the skillset to repair, service, maintain, install, modify, and troubleshoot electrical and pneumatic equipment such as automatic doors, kitchen and laundry equipment and engineering shop equipment, work with solid state circuits, flexible wiring and conduits, switches, relays, contactors, photocells, and control panels.
- f) The electrician shall have the skillset to perform routine operations, maintenance, repair, and service of a) Emergency Power Generators (EPSS), both gasoline and diesel, b) Automatic transfer switches, and c) fuel storage tanks.
- g) The electrician shall have skill and knowledge to make circuit analyses, calculate, and trace relationships in signal flow and adapt electronic principles to achieve optimum effectiveness of highly complex equipment, and to design, install, and maintain high complex alarm systems. The equipment and systems require precise adjustments as to frequency timing, range, power supply, sensitivity, and interference.
- h) The electrician shall have the proficiency to read and interpret complex building plans, blueprints, wiring diagrams, engineering, drawings, and electrical maintenance and repair manuals and specifications to plan and Client out the routing, placement type, size, gauge, balance, load, continuity, and safe operation of electrical lines, circuits, systems, equipment, and controls that support industrial operations, computer complexes, or similar complex electrical loads. The electrician shall be able to implement rough sketches and other written guides and work instructions, and readily understand oral instructions and statements of equipment requirements and specifications.
- i) The electrician shall have the ability to interpret and apply the National Electrical Code and local codes to the daily work.
- j) The electrician shall have knowledge and ability to troubleshoot and/or analyze systems and electrical equipment. This frequently involves troubleshooting or analyzing electromechanical or electronic systems to isolate causes and to identify and to restore equipment to first class operating condition.
- k) The electrician shall have the skill and knowledge to operate and maintain tools common to the trade such as digital volt/Ohm meters, AC-DC power supplies, multimeters, safety analyzers, soldering irons, soldering guns, microwave radiation detectors, power hand tools, and specific test equipment supplied by equipment manufacturers. Must be able to use and maintain all non-power hand tools related to the job.
- l) The electrician shall have the knowledge and ability to maintain, repair, and install a wide variety of electrical fixtures, appliances, and equipment such as fans, heating appliances, lighting fixtures, buzzers and bell circuits, temperature, and pressure controls on equipment.
- m) The electrician shall have the skill and knowledge to maintain, repair, and install electrical distribution equipment such as panels, transformers, circuit breakers, etc., involving voltages up to 12,000 volts. This includes work on the Health Care System underground distribution systems, shall have the ability to solder, splice, and make other corrections in accordance with accepted trade practices and building codes is essential.
- n) The electrician shall have the knowledge and ability to locate and diagnose trouble occurring in fire alarms, lighting, buzzers, rheostats, thermostats, heating equipment, shop equipment, laundry equipment, medical ward equipment, and other equipment and systems.
- o) The electrician shall have the knowledge and skill to maintain, repair, and service diesel and gasoline driven generators and related equipment, including automatic transfer and manual transfer switches, timers, voltage sensing relays and equipment, and circuiting in accordance with VA standards and National Electrical Codes
- p) The electrician shall have the knowledge of and ability to apply general electrical theories to the operation of equipment and the effects of changes in voltage, current, and frequency in equipment operation are required.
- q) The electrician shall have the knowledge of local and national safety codes and the knowledge and ability to conduct work in accordance with established regulations, including the Health Care System regulations, with respect for own and co-workers' safety. The electrician shall have the knowledge and ability to always adhere to proper safety practices, and to encourage proper safety practices among fellow workers.
- r) The electrician shall have the knowledge and ability to work alone or in a group, ability to determine materials, equipment required, and to select work method or trade techniques to complete assignments.
- s) The electrician shall have the ability to make independent judgement and decisions within the framework or oral and written instructions and accepted trade and shop practices and procedures. The electrician shall have the ability to resolves most problems independently and refer more difficult problem to supervisor for advice and assistance.
- t) The electrician shall have the knowledge and ability to interpret and apply the National Electrical Code, local codes, etc., and use trade formulas to calculate common properties.
- u) The electrician shall have the skill to use and maintain hand tools; power tools, such as cable pullers, hydraulic benders, and pipe threading machines; and a wide variety of test equipment, for example, meggers, multi-meters, frequency meters, watt meters, power factor meters, vibro-grounds, phase rotation meters, audio tone location equipment, high potential testers, ground fault interrupter testing equipment, recording amp meters, circuit analyzers, circuit breaker testers, resistance bridges, and cathodic protection test sets.
Required Qualifications:
- a) Basic Literacy : Accepted trade and shop knowledge expected of a full performance journeyman, including the knowledge and ability to read and write and to use simple shop or trade mathematics.
- b) Safety: Knowledge of local and national safety codes and the knowledge and ability to conduct work in accordance with established regulations, including Medical Center regulations, with respect to own and co-workers' safety. Knowledge and ability to always adhere to proper safety practices, and to encourage proper safety practices among fellow employees.
- c) Operate vehicles: Knowledge and ability to operate motor vehicles such as pickup trucks, vans, and motor scooters. (Must have and maintain a current state driver license).
- d) Responsibility: The contracted personnel work under the supervision of the Maintenance and Repair Shop supervisor. Supervision is of a general nature usually via written, electronic, or verbal work orders, standing assignments and oral instructions. Work is reviewed for efficiency, effectiveness, quality and compliance with instructions and trade practices. The contracted personnel is expected to make independent judgment and decisions within the framework of oral and written instructions and accepted trade and shop practices and procedures, and to resolve most problems independently, and refer more difficult problems to supervisor for advice and assistance.
- e) PHYSICAL EFFORT: Repairs and installations may be made from ladders, platforms, and other hard-to-reach places. Work requires good coordination and good physical condition. Required to walk, stand, stoop, bend, kneel, climb, crawl, and work in uncomfortable positions, and to pull, push, reach over the shoulder, and lift supplies and/or equipment weighing up to 100 pounds. Contracted personnel must have rapid mental and muscular coordination simultaneously, good hearing, depth perceptions, and the ability to distinguish basic colors and shades of colors. Glasses are permitted.
- f) WORK CONDITIONS: The work is performed both inside and outside in areas of medium to excessive heat, cold, humidity, dampness, or chilling areas that have intermittent noise, dust, fumes, grease, dirt, oils, with exposure to electrical wires and energy. Areas may be slippery and/of uneven surfaces, in equipment rooms, tunnels, crawl spaces, penthouses, overhead catwalks, scaffolding and/or in tight areas such as manholes and electrical (equipment) closets. Repairs and installations might be required in bad weather and in areas that are noisy, dirty, dusty, and greasy on scaffolding and in close quarters such as manholes and attics.
- g) TRAVEL. Travels outside of assigned project location is not anticipated. Travel performed for personal convenience and daily travel to and from work at the place of performance will not be reimbursed. The Government will not be responsible for any relocation expenses associated with moving contracted personnel or replacement of personnel.
- h) CUSTOMER SERVICE. Meets the needs of customers both internally and externally while supporting the VA mission. Consistently communicates and treats customers (investigators, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflicts and problems in dealing with the customer constructively and appropriately.
- i) SECURITY. Protects printed and electronic files containing sensitive data in accordance with the provision of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statues and policy, and VHA policy. Protects the data from unauthorized release or from loss, alteration, or unauthorized deletion. Follows applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement that the employee signs.
