THE POSITION

The Department of Transportation is searching for a Clerical Assistant 2 who will serve as a Human Resources (HR) liaison for one or multiple county maintenance organizations. This position will communicate essential information from HR to the organization's employees, coordinate HR activities on behalf of the organization, and initiate and process necessary HR actions for organization employees.

DESCRIPTION OF WORK

The responsibilities of this position include the following duties. The Clerical Assistant 2 will track the status of vacancies and submit requisitions to Human Resources (HR) for posting. Coordinates candidate list referrals and schedules interviews when requested. Reviews selection documents for completion and submits to HR for approval. Advises hiring managers when approvals are received to offer the position and set an effective date.

This position will serve as the County Seasonal Programs Coordinator and coordinate the seasonal employment hiring needs for the summer and winter program. Submits appropriate program documentation for approval through HR and coordinates candidate referrals and interview process. Ensures all background checks, including those required by the federal government for Commercial Driver's License (CDL) positions are completed and appropriate approvals are in place for selected candidates

As the local training coordinator, this position will communicate training policy and process requirements to managers, supervisors, and employees. Coordinates mandatory Commonwealth training for a large non-computer user workforce. Maintains records of local training needs, including equipment certifications required by job classification and PennDOT academies required by job classification. Reviews training transcripts and runs LSO reports to determine training needs for employees in the organization. Recommends and coordinates beneficial developmental/instructional sessions for all employees on Safety Stand Down Day and bid days.

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week.
  • Work hours are 6:30am to 2:30pm, Monday-Friday, with a 30-minute lunch.
  • Telework: Upon completion of the 6-month probation period, you may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: Selected candidates who are new to employment within the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $35,306 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Six months as a Clerical Assistant 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Graduation from high school; or
  • An equivalent combination of experience and training.

Additional Requirements:
  • You must be able to perform essential job functions.
