Position Overview

Pantheon Data is seeking a dedicated and experienced Lead Budget Analyst to join our Budget & Business Operations Team within the Department of Homeland Security (DHS) ICE Office of Assets and Facilities Management (OAFM). In this pivotal role, you will be responsible for exemplifying and enforcing work standards across the team, while providing comprehensive management, budget analysis, and reporting. Your expertise will be instrumental in preparing and routing funding documents for government approval, developing and processing Reimbursable Work Authorizations (RWAs), and coordinating financial obligations to ensure smooth operations. You will also support the Audit Readiness, Response, and Remediation function, driving process improvements and assisting with necessary SOP updates. This is a critical position where you will act on behalf of ICE in the daily operations, driving the achievement of ICE's goals, and contributing to the successful execution of key real property management programs and projects within the federal government. The ideal candidate will bring a strong background in budgeting, finance, and business operations, as well as experience with Integrated Workplace Management Systems like TRIRIGA. Responsibilities



  • Exemplify and enforce work standards across the Budget & Business Operations Team.
  • Provide management, budget analysis and reporting.
  • Prepare and route funding documents for government approval and submission.
  • Develop and process Reimbursable Work Authorizations (RWAs) through the ICE Program Centralized Funding or ICE Owned Portfolio construction budgets.
  • Develop project approval packages and other necessary documents.
  • Secure approvals, track financial packages, and notify ICE Project Managers of status.
  • Prepare obligation documents, track and coordinate financial obligations.
  • Support verification and validation of specific payables and assist with relevant reconciliation and de-obligation activities.
  • Support the Audit Readiness, Response and Remediation function through SOP updates, identification of process issues, and development of management action plans (MAPs).
  • Act for ICE in the daily operation, to further and achieve ICE goals, except where there are signatures and approvals needed.


Required Skills and Experience

Candidates must be skilled in the areas of budgeting, finance, and business operations to support the Department of Homeland Security (DHS) ICE Office of Assets and Facilities Management (OAFM). Candidates must also be well versed in Integrated Workplace Management Systems, such as TRIRIGA, and be able to read, write, speak, and understand English fluently.



  • Five (5) years of experience managing real property management programs/projects in the federal government.
  • Seven (7) years of supervisory experience.
  • Experience in assisting government agencies with financial audits
  • Familiarity with budget and finance function related to real property management in the federal government.
  • Expertise in business process improvement related to infrastructure and construction within the federal government.
  • Possess a bachelor's degree from an accredited university in the field of either civil engineering, architecture, or business or a MBA (Master of Business Administration).
  • Possess a current Project Management Professional (PMP) certification, certified by the Project Management Institute (PMI), or Professional Engineer (PE) license or Architectural Registration (license).
  • Ability to work effectively remotely in cross-functional teams.
  • Ability to meet deadlines and produce quality work.
  • Proficient in Microsoft Suite software including Outlook, Word, Excel, SharePoint, and PowerPoint.


This position requires availability between the hours of 0800 and 1700 Eastern Time, Monday through Friday apart from designated federal holidays and shall respond within I hour notification for discussions and resolutions of problems and may be required to be on site during weekends or after hours in the case of a project related emergency.
Performance on this program requires personnel meet the minimum- security clearance and investigation requirements of ICE. All personnel must be U.S. citizens and capable of passing and maintaining a public trust background investigation.

U.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance.

Compensation

The salary range for this position is $100,000 - $200,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
