Basic Qualifications
Bachelor's degree or equivalent is required plus a minimum of 15 years of demonstrated leadership; or Master's degree plus a minimum of 13 years of demonstrated leadership.
CLEARANCE REQUIREMENTS:
Department of Defense Secret security clearance is required at time of hire. Top Secret is preferred. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.
Responsibilities for this Position
The Strategic Mission Systems Business Area within General Dynamics Mission Systems is seeking a Program Director Strategic Systems. The position is responsible for the strategic direction, operational leadership, customer relationships and growth of a >$50M/year business that is responsible for concept design, development, production, support and integration of physical security systems and solutions for DoD assets. As an integral part of the leadership team, a vital responsibility is the achievement of financial operating goals through effective management of a profit and loss center. The candidate must be able to develop strong collaborative relationships with key stakeholders and customers. A commitment to customer satisfaction with the ability to deal with internal and external clients in high pressure situations within a dynamic environment is critical.
The Program Director is responsible for leadership within a matrix organization. Major functions are matrixed across GDMS. The Director will be expected to leverage the matrixed capabilities to maximize the effectiveness of the organization.
The Program Director is responsible for continued growth of the business segment. The Director is accountable to drive the vision to full implementation through employee engagement, new business opportunities, technology development, customer growth and increased vendor and teammate partnership to ensure the business area achieves objectives at all levels. This individual will have at least 13 years of demonstrated leadership and be capable of successfully managing a profit and loss center portfolio. The Program Director is responsible for ensuring successful program execution from the team, business area growth through award of new contracts, achievement of operating targets, management of indirect budget, and is expected to have proficiency in applicable technical concepts. The Program Director must have demonstrated and relevant experience working with both government and large prime contractors as customers, delivering complex systems and solutions. Specific responsibilities include;
- Lead the business segment including program oversight and review. Responsible for meeting business objectives for orders, sales, profit, cash and ROIC
- Lead the development and execution of strategic plans to win business within existing and new markets
- Champion and lead a cultural change into a high-performing organization utilizing SAFe and DevSecOps business practices
- Drive efficiency, quality and operational improvement initiatives to achieve world class operational performance
- Build and maintain effective business relationships with employees, customers, partners and other stakeholders
- Lead and develop direct-reporting employees including the program managers and site managers
- Identify and manage risks associated with delivering current and future customer requirements
- Drive teams/strategies to interpret and respond to complex client requirements
- Build and maintain a robust opportunity pipeline by working with members of the Business Development team to identify opportunities that warrant financial investment
KNOWLEDGE SKILLS AND ABILITIES:
- Strong leadership skills in people management, program execution, teambuilding, customer relationship management and business development
- Experience operating in a technically driven, system integration/production business
- Candidate must be capable of developing and sharing a vision for the growth of the business, delegating responsibility while being accountable, and must be able to influence others by persuasion
- Demonstrated effective interpersonal, communications and negotiation skills for a wide variety of audiences including senior stakeholders
- Strong business acumen including knowledge of financial reports, business measurements and operational metrics to ensure maximum business impact to drive optimal decision making
- Proven success identifying and growing new business and developing short term and long-term strategic plans for growth
- Experience with US Navy markets is preferred
- Entrepreneurial characteristics coupled with the ability to work within the constraints of a large, defense-orientated organization
- Ability to lead a diverse set of programs with multiple contract types
- Ability to quickly assimilate and apply complex technical information
- Ability to embrace and demonstrate the characteristics of the GDMS Leadership Expectations model
- Program or business management experience required, with the emphasis on demonstrated ability to successfully manage and grow complex programs/businesses
- MS or BS in a technical or business-related discipline required
- Must be able to travel up to 50% of the time between customer sites and business locations

Target salary range: USD $222,815.00/Yr. - USD $241,093.00/Yr. This estimate represents the typical salary range for this position based on experience and other factors (geographic location, etc.). Actual pay may vary. This job posting will remain open until the position is filled.
