Willow Construction Engineer - Camps

JOB SUMMARY

The Willow Construction Engineer is accountable to interface with key members of the Construction team to support the development of a comprehensive Willow construction camp strategy. The camp strategy will identify the sizing requirements and support needs for each camp by location by year. The strategy will be recalibrated on an annual basis to align with the construction plan. Coordination will be required with the GKA and WNS asset teams to ascertain the ability to utilize existing camps to support all or a portion of the Brownfield, logistics, and module movement scopes. Upon development of the overall construction camp strategy the role will transition from planning to that of implementation to ensure all camps are ready for operation to support the installation activities identified in the overall Willow project schedule. This role will provide input to the camp management plan and support operation of the camps. The Engineer is expected to understand the project scope, schedule, budget, and the overall North Slope labor requirements and will provide critical input on Willow camp requirements to support the safe and successful execution of the project scope on schedule and budget.

ESSENTIAL DUTIES



  • Create and maintain workforce headcount forecasts using contractor labor hour forecasts, labor histograms, and schedules as the basis of the forecast.
  • Use workforce headcount forecasts to develop a camp strategy that identifies camp sizes, camp locations, and contingency levels to support the planned construction activity levels.
  • Recommend camp equipment, support equipment, generators, fuel tank and containment planning.
  • Assist with the review of construction execution plans, equipment planning, procurement plans, and commissioning plans for each camp.
  • Provide oversight of 3rd party architectural and engineering contractors.
  • Provide input into the architectural and engineering packages, SOA Fire Marshal permit packages, food service permits, and SPCC plans for each camp.
  • Support development of lake water withdrawal forecasts and provide to Willow environmental lead or designee.
  • Participate in review of 3rd party camp operations plans.
  • Participate in contractor operational review meetings.
  • Monitor bed demand by camp, provide recommendation on wing closures or other census related contract items.
  • Using workforce headcount forecasts and craft and staff rotation schedules contribute to development of seat demand forecasts.
  • Provide input to the Aviation plan for support flights and supplemental lift requirements.
  • Provide input to Contractor ground logistics plans to ensure the plan supports the expected passenger loads and complies with Company journey management requirements.
  • Contribute to the solid waste management plan as required.
  • Contribute to fluid hauling scopes of work and operation plans for camp support including Water Treatment Plant influent and effluent volumes.
  • Forecast potable water demand by camp and location.
  • Forecast influent and effluent volumes by camp and location, transmit requirements to Supply Chain and Temporary Infrastructure Superintendent.
  • Develop IT requirements by camp and location.
  • Coordinate needs with COPA IT personnel.
  • Responsible for site plans by camp location, contribute to traffic planning for infrastructure sites.
  • Participate in the development of the annual camp budget inclusive of lease cost and all operating costs including 3rd party support.
  • Participate in the monthly cost review, provide input to the forecast and validate actual costs incurred.
  • Review camp construction and operations invoicing.
  • Assist Willow scheduler to prepare schedules for planning, procurement, and camp execution activities.
  • Maintain monthly camp operational supplies forecast (load counts).
  • Quantify camp equipment loads to be mobilized/demobilized annually.
  • Maintain monthly fuel forecasts for camp power generation.
  • Contribute to camp construction and operation SOW and RFP's as required.
  • Participate in RFP evaluation as required.
  • Support contract management as required.
  • Proactively lead HSE performance by communicating, fostering, supporting, and enforcing HSE policies, procedures, guidelines, requirements, and objectives.
  • Perform jobsite walk-downs, review contractor THA/JHA, provide recognition for safe work execution and task planning.
  • Participate in onsite Contractor toolbox and safety meetings, reinforce COPA safety processes.
  • Enforce adherence to permit stipulations issued by regulatory agencies.
  • Facilitate weekly Predictive Indicator meetings with the goal of improving Contractor safe work behaviors through analysis of proactive measures performed by the Contractor.
  • Facilitate safety engagement meetings with Company and Contractor field leadership teams.
  • Participate in the Client adopted Behavior Based Safety (BBS) observation system.
  • Implement and support the Client Incident Free Culture (IFC) program with contractors through participation in IFC workshops, field engagements, and IFC instruction/training.

  • Other duties will be assigned to this position as needed.


REQUIRED EXPERIENCE



  • Bachelor's degree or higher in Engineering, Construction, or related field
  • 10+ years of construction industry experience
  • 7+ years of construction camp operations/management experience
  • 5+ years of experience managing interfaces involving multiple field construction contractors
  • Ability to work collaboratively with other disciplines and across organizational boundaries
  • Must be legally authorized to work in the United States
  • Must possess a valid driver's license
  • Ability to travel up to 25% as needed


PREFERRED QUALIFICATIONS



  • 5+ years of construction, or camp operations in Arctic conditions
  • 3+ years of experience with Capital Projects Management System (CPMS)
  • 3+ years of experience on North Slope construction or maintenance projects
  • Advanced level interpersonal, written, and verbal communication skills
  • Demonstrated performance as part of a team working on a large project and interfacing with project leadership

WORKING ON THE NORTH SLOPE

While working on the North Slope of Alaska, your lodging and food will be provided to you. All camps provide warm meals and options to grab a quick lunch or snack from the spike rooms. Rooms vary from single status to shared rooms where your roommate may work the opposite shift. Wi-Fi and Internet is free and available within the camp. Services vary depending upon where you are staying; however, most facilities offer housekeeping, self-serve laundry, commissary, mail, gyms, TV/Theater Room, etc. Each facility will have their own accommodations and policies that will be reviewed upon on-site orientation.
