Suitland, MD Pay From: $155,000 per year MUST: Experienced Program Manager Top Secret clearance with SCI eligibility required (will be upgraded to poly) 8+ years' experience related to the project management. Experience managing large government IT projects, with a background in Information Technology. Superior presentation and negotiation skills. Strong management and organizational skills. Adaptable and capable of working in a fast-paced environment. Skilled at utilizing project and task management tools (including and specifically MS Project and other MS Office tools) to assign resources, track completion of, and consistently deliver results against set deadlines. Keen ability to identify and correct at-risk team members, taskers, dependencies, and critical path items that inhibit task completion within development sprints and/or release cycles. Fuse these skillsets to deliver clear task deliverables to teams and individuals. Skilled at identifying and articulating (both in writing and verbally) risk, barriers, and hazards to project completion and adept at developing and delivering recommendations to supervisors. Capable of motivating and sustaining a shared team vision for success. Ability to speak clearly and honestly to both team members and supervisors for what is needed to complete a task, even if uncomfortable. Emotionally intelligent: connects with team members and knows what makes them tick; rewards and praises high performers and motivates those needing additional development Possesses the experience and technical knowledge to properly resource tasks to meet deadlines. Capable of distilling complex ideas and technological concepts into simplified terms. Technical knowledge and experience allows this member to understand and articulate cost- specifically in terms of development hours, resources, and task prioritization/opportunity costs. PMP or similar training recommended Have a strong personality for fostering client and team relationships. Excellent written and verbal communication skills. Bachelors degree required DUTIES: Serve as the Site Lead responsible for all work performed under the government contract. Serve as a single point-of-contact for with whom the client will communicate operational, technical, and administrative issues relating to the project. Ensure completion of all work on the project, resolve any performance issues, and maintain the deliverables within prescribed time frames and funding parameters. Ensure all project obligations are fulfilled, quality standards are met, and associated expectations of performance are achieved. Manage and control resources, review work discrepancies, and communicate standards and policies. Clearly and consistently articulates vision for teams down the chain of command and communicates progress and expectations upward in briefs, data calls, and presentations to external customers. Identify risk and issues and work with the team to develop mitigation strategies. Understand surgency and discuss updates or issues in a timely manner. Provide recommendations to update workflows and/or processes to eliminate redundancy and improve efficiency. Speak clearly and honestly to both team members and supervisors for what is needed to complete a task, even if uncomfortable Manages upward: delivers clear expectations and shared vision to command/supervisors. Be available to the client via telephone during project core hours Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 24 hours of notification. Meet with the client senior management monthly (at a minimum) to discuss progress, exchange information and resolve emergent technical problems and issues. Provide a monthly status report that includes metrics pertaining to invoicing, schedule, technical progress, deliverable status, risk information related to the task and up to date schedule/WBS. Oversee all aspects of the project, and lead the team on a large and complex project. Analyze new and complex project-related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project. Provide applications systems analysis and long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources. Consult with the client and team personnel to formulate and review task plans and deliverables, ensuring conformance with project task schedules and costs, and project obligations.
