Job Summary

This position serves as the chief financial advisor to the Vice Dean and Associate Dean on all matters related to fiscal management, including but not limited to budget, financial operations, clinical practice billing, policy and standards, and the establishment and monitoring of internal management controls related to the financial management of the Vice Dean's Office at Zuckerberg San Francisco General (ZSFG). The Director of Finance may commit ZSFG Vice Dean's Office financial resources and come to terms with the ZSFG Chief Financial Officer on a wide variety of financial issues as delegated by the Vice Dean and Associate Dean. The incumbent is an executive member of the UCSF and ZSFG management teams. The position is responsible for administering the UCSF/CCSF Affiliation Agreement and ensuring financial compliance with the terms of the agreement. The primary focus is to serve as controller and oversee the extensive financial aspects of the $308M affiliation between UCSF and Zuckerberg San Francisco General (ZSFG)/San Francisco Department of Public Health (SFDPH) as well as UCSF's academic and Clinical Practice Group initiatives at the ZSFG campus, including but not limited to:

  • $275 million annual Affiliation Agreement budget
  • $33 million annual other Affiliation-associated DPH contracts and MOUs
  • More than $75 million annual professional fee and managed care revenues from charges of over $237 million

The total budgetary oversight for this position is approximately $385 million.

The position has protocol and oversight responsibilities for budgets and headcount in both institutions. The Director works independently and collaboratively with the Chief Financial Officer of the Department of Public Health, leadership in the established SF Health Network, ZSFG Chief Executive, Chief Financial, Chief Operations and Chief Nursing Officers, Medical Leadership of ZSFG (CMO, CMIO, and CIO), Medical Chiefs of Service, Department Managers and Associate Administrators of Zuckerberg San Francisco General to address and resolve programmatic issues.

The responsibilities of the Director of Finance are broadly outlined in the Affiliation Agreement between The Regents of the University of California and the City/County of San Francisco dated August 1, 1994. The fiscal responsibilities assigned to the Vice Dean's Office under the Affiliation Agreement are interpreted and met by the Director of Finance.

While the Vice Dean and Associate Dean provide executive direction, the Director is charged with meeting most of these responsibilities with little direct involvement and oversight.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $138,400 - $335,800 (Annual Rate).

Department Description

The Zuckerberg San Francisco General has been a training hospital for UCSF since it opened in 1872. The first formal Affiliation Agreement between the UCSF School of Medicine and the City/County of San Francisco was implemented on July 1, 1959, to address UCSF's role in the operation of ZSFG. The current written agreement dates from August 1994.

The original Agreement called for the University to provide sufficient professional and support staff for the departments of Anesthesia, Cardiology, Clinical Laboratories, and Anatomic Pathology, with the City reimbursing the University for expenditures incurred. The Affiliation Agreement provides for an annual budget renegotiation. Over the years, this Agreement has expanded to include services for:

The Agreement also states that the University of California will provide all the professional medical staff at Zuckerberg San Francisco General. In 1959, there were 3 full-time attending physicians; currently, there are approximately 1,000 active and courtesy medical staff. UCSF also operates undergraduate and postgraduate medical training programs at ZSFG. More than 900 UCSF residents rotate at ZSFG each year. At any one time, there are 263 resident positions funded directly by the City/County monthly at an annual cost of $33 million dollars. There are many postgraduate and graduate positions assigned to ZSFG and paid by UCSF for patient care, training and research. UCSF has a major undergraduate teaching program at ZSFG; there are 350 third- or fourth-year medical students at the hospital as well as dental, pharmacy, and nursing students.

Over the years, UCSF has developed and largely paid for the non-academic infrastructure necessary to support research, teaching, and patient care activities. There are approximately 1,000 non-academic UCSF staff at the ZSFG campus, of which approximately 500 are paid for by the City through the Affiliation Agreement budget to provide patient care-related services.

UCSF manages both owned and leased assignable research space at ZSFG. The research grants/contracts under the management of the Chiefs of Service at ZSFG total approximately $178 million in annual direct and indirect dollars.

The total amount of UCSF professional fees and managed care collections from charges of $ 237 million at the ZSFG campus totaled more than $75 million in FY24. All revenues generated by professional fee billing are retained by the UCSF departments at ZSFG to support programs sited at ZSFG.

Required Qualifications


  • Advanced degree in finance, business management, accounting, health administration, or related area and/or equivalent experience/training (MBA/MA/MS)
  • Minimum 8+ years experience in Finance and/or Budgeting with advanced knowledge of financial policies, practices, and systems in addition to budgeting and reporting techniques; fund accounting, human resource planning, accounting, and bookkeeping
  • Minimum 7+ years lead/supervisor/manager experience
  • Demonstrated fiscal skills
  • Demonstrated proficiency in Microsoft Excel and PowerPoint
  • Demonstrated ability to effectively persuade and negotiate results in complex situations
  • Possess strong political acumen and excellent judgment
  • Strong verbal and written communication skills
  • Proven ability to multi-task, prioritize effectively to meet deadlines, to act independently and work effectively in a complex and challenging environment
  • Client services oriented - good listening, critical thinking and analytical skills
  • Demonstrated strong interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with a diverse population and ability to develop and maintain cooperative working relationships with professional and administrative staff and outside agencies
  • Ability to evaluate processes to establish and maintain appropriate accountability structures and strong internal control elements
