The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations. |
Posting Summary |
Rutgers, The State University of New Jersey, is seeking an Application Developer for the Division of Institutional Planning & Operations (IP&O). Reporting to the Director of IT, this position will be responsible for researching, designing, developing, deploying, and maintaining custom solutions for Institutional Planning and Operations various business needs and departments.
Among the key duties of this position are the following:
- Expected to work independently on projects of some complexity or under supervision on larger, more complex applications.
- Modifies and adapts existing programs and writes new programs using standard procedures and techniques.
- Performs limited systems analysis under the direction of more experienced programming staff. Works with various developers/designers, business analysts, and product managers to gather and document specifications, make recommendations, and create software applications containing required features and modifications.
- May be responsible for integrating features built by other developers/designers.
- Responsible for staying informed of advances in software development technology and adapting to new development tools and techniques.
- Operates under general supervision and works as a collaborative member of an application development team.

Qualifications
Minimum Education and Experience |
- Bachelor's degree in computer science, information systems or related technology field or an equivalent combination of education and/or experience.
- A minimum of two years of experience within software development.

Required Knowledge, Skills, and Abilities |
- Must be fluent in current versions of the following languages, technologies, and tools: Microsoft .NET Core including C# and ASP.NET, Unit testing, database develompent (SQL, PL/SQL, T-SQL), Visual Studio, Git source code management (including branching and merging), and JavaScript.
- Experience with creating and consuming web services/microservice technologies, including REST, JSON, and containerization.
- Must be able to write secure programming code utilizing secure design principles and secure programming techniques.
- Must have good organizational, writing, presentation skills. Must demonstrate effective interpersonal, customer service and technical skills.

Preferred Qualifications |
- Experience using Microsoft .NET Core, Oracle and/or SQL Server database systems, VMware vSphere virtualization, containerization, and modern Windows/Linux operating systems is preferred.

Equipment Utilized |
- Software includes Git source code management, Visual Studio, web service testing utilities (such as Postman and SoapUI ), server operating systems (Windows and Linux) and VMware vSphere.
