The Contracts & Capital Procurement Manager is responsible for working with suppliers to negotiate contracts and oversee their execution, supplier relationship management and for the implementation of contract and capital procurement strategies for Clinical/Non-Clinical products, software, and services, and tracking and monitoring of procurement related contracts. In this role, the Contracts & Capital Procurement Manager actively seeks guidance, consultation, and approval with other members of the contracts team, legal team, business owners, and other departments as needed. The Manager works collaboratively with the Associate Administrator of Materials Management, Director, Legal Team and Leadership for the assigned areas of responsibility to support and help identify areas of opportunity for cost savings, new technology and innovative supply chain efficiencies.

Essential Duties:

  • Manages capital procurement process to include: determine contracted vendors; bid requirements; negotiate pricing; works with contracts administrator regarding terms and conditions; submits information for CERs; validates information on CER for director's approval. Verification of capital equipment contract negotiations; or contract requests.
  • Send all contracts to third party reviewer and GPO for review/determination of concerns and pricing recommendations/negotiations. Completes negotiations with vendors and works with contracts manager regarding legal concerns to a final contract.
  • Complete first review of contracts presented and verify GPO or USC terms and conditions. Update current contracts from Tenet to USC terms and conditions. Works with contracting department in regards to terms and conditions.
  • Ensures pricing integrity by reviewing price increases against contract and non-contracted agreements with Director. Review GPO for contract pricing.
  • Manages bid process for all non contract requests utilizing Bid Sync for bidding process, negotiating contract pricing following USC guidelines. Manages IRB requests to include: contract negotiation; procurements, stocking, tracking and charging systems for each trial
  • Generates Request for Proposals (RFP), follows though the process with the requestors, sets up meetings, scores the bids, and finalizes contracts.
  • Coordinate delivery of equipment with dock, facilities, clinical engineering and department. Responsible to ensure all items receive an asset tag and are routed through clinical engineering if appropriate.
  • Coordinates meetings with department, physicians and vendors as needed to determine contract specification, department needs and/or implementation requirements and demonstrations or trials.
  • Works with finance to ensure equipment is accounted for in the depreciation schedules and asset management systems. Maintains databases in regards to capital equipment buying, manages documentation.
  • Identifies cost savings at a minimum equal to annual salary.
  • Performs other duties as assigned.

Required Qualifications:

  • Req High school or equivalent
  • Req Bachelor's degree Degree in a related field
  • Combined work experience and education as equivalent
  • Req 5 years Progressive hospital Materials Management experience.
  • Req Thorough knowledge of medical equipment and supplies.
  • Req Knowledge of contracting and bid processes.
  • Req Ability to work with physicians, department managers and vendors.
  • Req Ability to multi-task and coordinate in a fast-paced environment.
  • Req Demonstrates effectiveness in all facets of hospital Materials Management, which includes, but is not limited to, contract compliance, equipment specifications, budget analysis, operational function of systems including purchasing, accounting, inventory control, and patient charge.
  • Req Ability to work with hospital and university based systems required.
  • Req Ability to speak, read, and write English.
  • Req Displays behavior conducive to excellent customer service.

Preferred Qualifications:

  • Pref Certified Materials and Resource Manager.

Required Licenses/Certifications:

  • Req Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)

The annual base salary range for this position is $95,680.00 - $158,230.00.
