The Director of Clinical Quality Integration of USC Care will lead efforts related to the Keck Community Medical Group (a division of USC Care) providers who are participating in clinically integrated programming and activities, ensuring accuracy and reliability for internal and external reporting. The role reports directly to the Executive Administrator for the Keck Community Medical Group. The leader will oversee and coordinate quality in partnership with KCMG EA and Chief Medical Officer of USC Care. They oversee the Service Line approach to achieve optimal healthcare value and quality, operational and clinical efficiencies. The Director of Clinical Quality Integration is responsible and accountable for the planning, development, implementation, and ongoing management of the clinically integrated network and its services, as related to quality. They serve as an quality consultant to the service line and stakeholders in the areas of clinical quality improvement, quality assurance, and quality control as it relates to the clinical integrated network. The role will oversee the development and continuous improvement of the clinical integration program and USC Care; ensure that program metrics, performance targets, administrative procedures and provider integration are adequate, equitable and effective in driving program outcomes and achieving the division's quality goals and vision for long-term growth. The incumbent will be able to work independently and cross functionally, possessing excellent program management skills, sharp business acumen, and strong interpersonal skills. He or she must be able to communicate authentically and diplomatically with a variety of leaders across all levels of the organization, including academic department leaders, service line leaders, and USC Care operations leaders as well as externally with partners and providers.

Essential Duties:

  • Leadership and Operations: Oversee and coordinate daily operations of the clinical quality integration services Accountable to the ensuring the goals and objectives of clinically integrated network are met; ability to anticipate areas of risk and facilitate teams through problem solving and into mitigation Responsible for supporting the analytics, reporting and communication tools to communicate progress on quality and lead in the development of tools to document or demonstrate quality reporting to physicians (e.g. a physician specific quality report card) Responsible for the development of efficient quality and clinically integrated project/program processes Establishes key elements of strategic plans with measurable contributions towards achievement of results of the division Gains cross-functional support for business plans and priorities; assumes responsibility for decision making; sets standards, measures progress, and fosters resolution of escalated issues. Directs quality improvement and improvement risk management efforts for clinical integrations Establishes the standards and integration of quality metrics development, collection, and utilization
  • Program Management: Oversees and coordinates related programs/projects related to the clinically integrated network Provides complex project management such as planning, scheduling, organizing, coordination, and implementing highly dependent activities to meet objectives of the clinically integrated network Demonstrated ability in managing multiple tasks with conflicting priorities, delivering the desired results on or below budget and successfully meeting deadlines. Create and implement standard work for processes to assure consistency and accuracy. Facilitates the implementation and integration of the Quality programs and initiatives into the facilities' standard operating procedures
  • Business Analysis: Provide and assist in the timely and accurate production of the reports and formulation of recommendations/research on subjects as related to clinical integration of the network Oversees the service line use of clinical databases and healthcare analytics to provide data support for quality and performance improvement initiatives
  • Fiscal/Budgetary: Meets program/project financial objectives by scheduling expenditures, analyzing variances, and initiating corrective actions. Collaborate with USC Care to define and manage quality-based incentives for clinically integrated programming members and ascertain any incentives are closely aligned to meet common objectives Collaborate with Keck Medicine System Leadership on quality-related payor contracting strategies Participate in budget development and monitoring of expenses
  • Communication and Interpersonal Skills: Demonstrates excellent interpersonal skills necessary for effective collaboration with individuals across all levels of the Health System and with target acquisition leadership Demonstrates skill in clearly communicating complex problems and objectives across various levels of the organization Ability to build relationships and contract with community partners across the care continuum in support of clinical integration
  • Legal/Regulatory: Collaborates with General Counsel and Strategy on clinically integrated network activities that may cause risk to the University or impact the terms of deal related to the program/project and integrations. Maintain compliance with external regulations and internal policies

Required Qualifications:

  • Req Bachelor's Degree In a related field.
  • Req Master's degree Health Care Management/Administration preferable, Public Health, Business or related field.
  • Req 2 years Managing complex programs with multiple stakeholders and tight timelines
  • Req 3-5 years Experience working in a management position, preferably within a healthcare setting
  • Req 7 years Related experience
  • Req Excellent data management and knowledge of quality improvement efforts (PQRS, CORE and SCIP, HEDIS) and how to identify and measure primary care quality metrics and specialty specific quality metrics
  • Req Experience managing in Healthcare industry and operations, within medical groups, hospitals, and related settings across the continuum of care
  • Req Demonstrated ability to communicate effectively and diplomatically with a wide variety of constituents.
  • Req Experience in the design, monitoring, and/or implementation of programs to improve patient outcomes and financial performance
  • Req Proven track record in leading organizational strategy, planning, operational oversight and major project implementation with a background in launching large-scale programs and major new initiatives
  • Req Strong computer skills including word processing, Excel, and databases.

Preferred Qualifications:

  • Pref Direct experience working with the physician community
  • Pref Experience at an Academic Medical Center
  • Pref Lean certification with a proven business performance improvement track record.

Required Licenses/Certifications:

  • Req Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)

The annual base salary range for this position is $133,120.00 - $219,648.00.
