THE POSITION

The Northumberland County Behavioral Health & Intellectual/Developmental Services Program is seeking hard working, dedicated people to improve the quality of life for Northumberland County residents by empowering its residents to achieve their highest level of functioning and independence; promoting mutual respect and rapport within the community, protecting and serving Northumberland County's most vulnerable citizens; and advocating the values of family life and the dignity of each family member; while enhancing, developing and effectively managing our resources.


DESCRIPTION OF WORK

Responsibilities of the County Caseworker 1 include the following:

  • Obtain social information for the intellectually and developmentally delayed for the development of treatment plans, and enrollment into Behavioral Health & Intellectual/Developmental Services under the supervision of the Supports Coordinator Supervisor.
  • Assist consumers in filing applications for SSI, DPW and VA benefits.
  • Must participate in the development of Individual Service Plans detailing goals in the areas of: Residential Day Programming, socialization, medical, fiscal and adaptive behavior for each consumer. Monitor Residential and Day Program providers to assure implementation of stated Individual Program Plan services.
  • Responsible to maintain files, records and other documentation necessary for the continuity of consumer care and development of life management plans, and act as an advocate for the consumer to ensure the most appropriate treatment is approved.
  • Coordinate and direct meetings to assess the consumers' progress in charted areas.
  • Access supportive services for the IDS clients residing in the community. These supportive services will include: budgeting, shopping, leisure time activities, social skills, personal hygiene, and individual counseling in making adjustment to community life.
  • Attend resident reviews at State Centers, Residential Programs, Vocational Rehabilitation Facilities and other service providers to ensure adequate levels of service and implementation of programs designed for each client.
  • Provide crisis intervention and emergency services as coordinated by the supervisor of said services.
  • Provide technical assistance to service providers in maintaining compliance with 2176 Community Waiver Regulations and Person Family Direct Supports Waiver.
  • Responsible for all other position related duties not specified above.

Work Schedule and Additional Information:
  • Full-time employment.
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience as a County Social Services Aide 3 and two years of college level course work which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; or
  • A bachelor's degree which includes or is supplemented by successful completion of 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; or
  • Any equivalent combination of experience and training which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences and one year of experience as a County Social Services Aide 3 or in a similar position performing paraprofessional case management functions.
  • Applicants will be considered to have met the educational requirements once they are within two months of graduating with a qualifying degree/credits.

Other Requirements:
  • PA residency requirement is currently waived for this title.
  • This particular position also requires you to possess a valid driver's license which is not under suspension.
  • Hiring preference for this vacancy will be given to candidates who live in Northumberland County. If no eligible candidates who live within Northumberland County apply for this position, candidates who reside in Columbia, Snyder, Union, or Montour counties may be considered.
  • You must be able to perform essential job functions.

Legal Requirements:
  • You must pass a background investigation.
  • This position falls under the provisions of the Child Protective Services Law.
    • Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
