POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
General Description:

The position of Consulting Agreement Administrator reports to the Director of Procurement and functions as a subcontract/consultant specialist and authorized buyer for overhead level agreements. The Consulting Agreement Administrator will perform all support functions and duties required by the activity.


Duties:

  1. Prepare, negotiate and execute Non-Disclosure Agreements.
  2. Vet all potential consultants for eligibility.
  3. Enter potential Consultants into company systems and facilitate the request for a consultant process.
  4. Analyze consultant request intake form responses to determine if the proposed individual fits the IRS criteria for a consultant.
  5. Process consultant requests for required approvals.
  6. Perform cost reasonableness analysis.
  7. Draft, negotiate and execute consulting agreements.
  8. Execute modifications and change orders throughout the life of consulting agreement.
  9. Monitor consultant compliance with all contractual terms and conditions.
  10. Review and process overhead consulting agreement invoices.
  11. Track and monitor consulting agreement ceiling and funding values and cost expenditures.
  12. Other duties as assigned.

REQUIRED QUALIFICATIONS AND EXPERIENCE:
Qualifications/Skills:

  1. Experience in all in all phases of contract/subcontract administration.
  2. Working knowledge of Government contracting laws and regulations, including FAR/DFARS, Service Contract Act and DCMA procurement requirements.
  3. Ability to work independently, efficiently, and in a fast-paced environment.
  4. Experienced with all types of contracts to include IDIQ, FFP, CPFF and T&M contracts.
  5. Requires the ability to negotiate contractual terms.
  6. Strong financial analysis and attention to detail required.
  7. Possess solid interpersonal skills.
  8. Bachelor's degree in business or a related discipline plus 2 to 5 years of experience in government contracting is desired; equivalent work experience may be substituted.
  9. Proficiency in MS Word, Excel and Costpoint required, along with the ability to learn and become proficient with software platforms.
  10. Experience with Salesforce a plus.
  11. Excellent verbal/written communication skills and sound analytical skills are required.
