SENIOR CIVIL ENGINEER, GRADE 5 DEPARTMENT OF PUBLIC WORKS & PARKS CITY OF WORCESTER The City of Worcester is seeking qualified applicants for the position of Senior Civil Engineer, Grade 5 for the Engineering Division within the Department of Public Works & Parks. Under the direction of the Assistant Director of Engineering, the position is responsible for performing various permitting and development oversight related duties for the Permit Group. This individual will review and process the issuance of right-of-way and utility permits, inspection of residential and commercial development sites, examination of site plans and subdivision plans, review of street opening permits, analysis of stormwater reports, and the coordination of external departments and boards concerning Planning Board and Conservation Commission submissions. This position requires a highly motivated person that can work both independently and with a diverse group of staff, contractors, engineers, local officials, and citizens. Bilingual and multilingual applicants are encouraged to apply. ESSENTIAL TASKS:
- Review plans, permits, and applications for residential and commercial projects for compliance with relevant local and state codes, regulations, and standards. Provide input on impact of proposed development on City infrastructure.
- Prepare documents for submission to the Division of Planning and Regulatory Services including review letters, street acceptance and discontinuance plans, and private street conversion memos.
- Provide guidance on technical matters and furnish information on relevant regulations and standards to project proponents, residents, business owners, developers, and engineers.
- Review and perform stormwater analyses, field-based soil evaluations, wastewater system capacity analyses, wastewater connection applications, and utility will-serve requests.
- Interact with utility companies and other governmental agencies to assist in obtain necessary permits and clearances and ensure regulatory compliance. Coordinate with utility companies during planning and construction.
- Attend Planning Board, Zoning Board, Conservation Commission, and Interdepartmental Review Team meetings as required to provide technical and regulatory input for proposed projects.
- Manage and conduct correspondence with project proponents, developers, engineers, and other City departments and boards. Inform responsible parties of observed project deficiencies and offer guidance on proposed remedial actions.
- Work cooperatively with other City employees, consultants, contractors, private organizations, property owners, and the general public to facilitate project implementation and completion.
- Manage subordinates and administrative staff to support projects.
- Prepare various letters and reports.
- Perform other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of municipal operations and practices, engineering service in a municipal setting, and issuance of municipal permits.
- Knowledge of local, state, and federal ordinances, regulations, and standards related to site development, stormwater, subdivision construction, road openings, and street acceptance.
- Knowledge of the principles, practices, terminology and standard abbreviations of horizontal construction and civil engineering.
- Knowledge of standard safety practices and inspection methods utilized on horizontal construction and civil engineering projects.
- Knowledge of the types and applications of construction equipment and materials used in site development and utility installation
- Knowledge of AutoCAD, HydroCAD, GIS, permitting software, and asset management programs.
- Knowledge of soil testing and classification methods.
- Knowledge of the principles of hydraulics as applied to surface drainage, stormwater and sewer pipes and structures, and culverts.
- Ability to perform mathematical calculations and apply engineering formulas to solve civil engineering problems.
- Ability to learn and interpret the DPW&P Standard Specifications, Standard Details, Permit Manual, Construction Specifications, and City Ordinances.
- Ability to communicate verbally and in writing in a concise fashion, express thoughts clearly and succinctly, and present ideas in a logical sequence.
- Ability to prepare written reports, graphs, charts, tables, and presentations.
- Ability to read and interpret documents such as plans, specifications, shop drawings, material cut sheets.
- Ability to use digital documents and filing systems. Ability to work with and preserve public files, materials, and other documents and records.
- Ability to coordinate with office staff and field inspectors to resolve conflicts with external engineers and contractors.
- Ability to multi-task, manage multiple complex projects, prioritize work, and set and meet project deadlines in an organized and detailed manner.
- Ability to gather, analyze, and determine the applicability of civil engineering data, draw conclusions, and develop appropriate recommendations.
- Ability to establish rapport with others, develop and maintain harmonious working relationships, and work with others in a tactful and respectful manner.
- Ability to work with the public in a respectful manner and maintain professionalism in difficult situations.

- Ability to represent the DPW&P during meetings with the public, City boards and commissions, City-contracted construction firms, private utility contractors, regulators, and other project stake holders.
- Ability to identify construction and engineering deficiencies and complications, develop alternatives, exercise sound judgement, and implement solutions.
MINIMUM REQUIREMENTS:
- Bachelor's Degree in Civil Engineering, Environmental Engineering, or related field
- Five (5) years of related work experience
- Engineer in Training (EIT)/ Fundamentals of Engineering (FE) certification
- Experience in stormwater related soil evaluation and infiltration analysis
- Experience in design and construction of public utilities
- Experience reviewing plans and permit applications
- Excellent verbal and written communication skills
- Use of AutoCAD and use of GIS
PREFERRED QUALIFICATIONS:
- Master's Degree in Engineering
- Three (3) or more years of experience in a supervisory capacity
- Five (5) or more years of progressive project management including scheduling, budget and contracting experience
- Professional Engineering (PE) License. Registration in the State of Massachusetts is preferred
- Prior municipal/government experience including experience working with municipal boards, commissions, and/or advisory committees
- Prior experience utilizing hydraulic modeling software to perform stormwater and watershed analysis
- Ability to obtain and maintain a Massachusetts Soil Evaluators license
