Bay Cove Human Services' mission is to partner with people to overcome challenges and realize personal potential. Bay Cove pursues this mission by providing individualized and compassionate services to people facing the challenges associated with developmental disabilities, mental illness, substance use disorders, and homelessness at more than 175 program sites throughout Greater Boston and Southeastern Massachusetts.

Department/Program: Addiction & Homeless Services

Reports To: Vice President of Addiction & Homeless Services

Job Summary: The Project Manager leads the execution of key full-cycle projects aimed at improving service quality, advancing health equity, and optimizing service effectiveness for target populations with special attention paid to those who experience service disparities due to primary language, disability, or health-related social needs while ensuring alignment with organizational goals, timelines, and scope. The Project Manager contributes to Bay Cove's mission by partnering with stakeholders to transform service delivery, maximize impact, and optimize outcomes.

This is an exempt position.

Essential Functions of Position:



  • Oversee all project phases from initiation to completion, ensuring projects are executed within scope, on time, and in alignment with other priorities, operationally and financially.
  • Approach stakeholders, including the people we serve, with curiosity, listen to hear, and use feedback to inform initiatives.
  • Develop project plans, including timelines, milestones, and key performance indicators (KPIs).
  • Develop a work breakdown structure, identify dependencies, gather and assess estimates, analyze the critical path, and assign and level resources.
  • Lead project planning meetings, keep notes, and communicate next steps.
  • Define, validate, monitor, assess, and control project scope and determine resource requirements.
  • Measure and monitor progress and provide status reports to communicate to all stakeholders, including the sponsor.
  • Prepare and maintain all the project related documents, such as plans, schedules, project issues, and risks logs.
  • Identify and resolve or mitigate project-related conflicts and risk and escalate issues as they arise.
  • Use project management tools and methodologies to maintain visibility of tasks, deadlines, and project milestones.
  • Create and distribute project information to stakeholders according to the communication plan.
  • Promote a culture of collaboration and continuous improvement by participating in internal and external forms in which information related to initiatives is exchanged.
  • Other job-related duties as assigned.


Requirements for the position:



  • Bachelor's degree in healthcare administration, public health, or a related field preferred.
  • At least three (3) years of experience in healthcare project management or a related field required.
  • Project Management Professional (PMP) Certification required.
  • Familiarity with healthcare quality measures and process improvement methodologies (e.g., Lean/Six Sigma) is a plus.
  • Demonstrated knowledge of the project management framework as outlined by the Project Management Institute (PMI).
  • Experience working in housing/homeless, human services, behavioral health, other related environments preferred.
  • Demonstrated experience managing projects in resource limited environments strongly preferred.
  • Demonstrated experience in the use of project management tools (such as Trello or Jira).
  • Demonstrated advanced data analysis and reporting skills required.
  • Demonstrated professional writing, interpersonal, organizational, and time management skills required.
  • Advanced proficiency in word processing and other computer functions using Windows, Word, and Google Email and Apps.
  • Demonstrated commitment to a sustained effort to seek out, acknowledge, and respect the diverse voices of all stakeholders and to advance inclusivity through every function of the role and the agency as a whole.
  • Demonstrated ability to develop and maintain strong collaborative relationships with multidisciplinary stakeholders and subject matter experts throughout the organization required.
