SAFETY SPECIALIST
DEPARTMENT OF HUMAN RESOURCES
CITY OF WORCESTER

The City of Worcester seeks qualified applicants for the position of Safety Specialist (Risk Management Specialist) for the Labor Relations Division within the Human Resources Department. Under the direction of the Director of Labor Relations, the position will be responsible for assisting the Safety and Health Officer, in the administration and implementation of HR Health & Safety programs and functions. The Safety Specialist will provide administrative and advisory support in various areas of City employment, ensuring adherence to proper implementation of the safety plan and monitor the safety & health of employees in accordance with City policies, regulations as well as State and Federal Laws (OSHA Regulations). Employee maintains an understanding of City safety & health issues. The employee is required to perform all similar or related duties.

ESSENTIAL ELEMENTS:



  • Perform safety inspections in all workplace environments, including municipal infrastructure repair, maintenance, construction, and renovation projects.
  • Conduct in-person occupational safety, in-service and refresher training for various City workgroups.
  • Conduct CPR/First Aid training.
  • Assist in the investigation of workplace injuries, accidents, and near miss incidents.
  • Assist with the development and enforcement of occupational safety programs and procedures.
  • Assist with the administration of DOT drug and alcohol testing programs for employees in safety sensitive positions.
  • Manage city-wide inventory of safety supplies
  • Act as an interdepartmental liaison and subject matter expert for occupational safety and health issues.
  • Conduct job hazard analysis and apply hazard control methodologies.


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:



  • Comprehensive knowledge of OSHA Standards for 29 CFR 1910 General Industry and 29 CFR 1926 Construction.
  • Comprehensive knowledge of the Massachusetts Department of Labor Standards, workplace safety program for public sector employers (454 CMR 25.00)
  • Experience with/or knowledge of ANSI, NIOSH, DPH, EPA, NFPA, DOT, and FMCSA regulations.
  • Analytical problem solving and critical thinking skills.
  • Ability to work independently and to interact effectively and cooperatively with members of the public, local officials, and department personnel.
  • Technical proficiency conducting atmospheric monitoring, environmental sampling, sound metering, and respiratory fit testing.
  • Ability to manage projects through all phases of project life cycle.
  • Ability to communicate effectively and tactfully, both orally and in writing with various departments, employees, and city officials.
  • Prepare detailed accurate reports.
  • Maintain strict confidentiality with sensitive employee/employer information.


MINIMUM REQUIREMENTS:



  • Bachelors degree in occupational safety and health, industrial hygiene, or other physical sciences.
  • Three (3) years of related work experience in safety and health disciplines OR;


o Any equivalent combination of education, training and five (5) years of experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.



  • OSHA 10-hour basic safety training for general industry or construction.
  • Valid driver's license and access to reliable transportation.
  • Proficiency using Microsoft office applications, online learning management programs, and organizational data management.
  • Excellent communication skills


PREFERRED QUALIFICATIONS:



  • Master's degree in occupational safety and health, industrial hygiene, or other physical sciences
  • Professional Certifications in occupational or environmental health and safety
  • Five (5) years of work experience in safety and health.
  • OSHA 30-hour basic safety training for general industry or construction.
  • OSHA 500 or 501 Outreach Trainer Certification
  • Three (3) years of experience performing accident investigations
  • CPR/First Aid Instructor Certification.
  • Three (3) years of experience in basic Fire Prevention
  • Three (3) years of experience in Emergency Management
  • Three (3) years of experience in National Incident Management System


SALARY RANGE: $34.20 - $41.75 hourly, full-time, with an excellent benefits package.
