The duties of the position include, but are not limited to: - Provides expert level advice and guidance on a wide range of complex HR related personnel issues, and position actions.
- Advises and assists managers and supervisors on the application of agency rules, policies, practices, and the Collective Bargaining Agreement.
- Consults on Family Medical Leave Act (FMLA), reasonable accommodation, and shared leave.
- Consults on performance management and coaching, to include corrective and disciplinary action.
- Conducts personnel investigations as assigned by HR Director.
- Provides consultation to assigned management teams regarding recruitment, classification, and compensation.
- Works with the Talent Acquisition Supervisor and hiring supervisors to fill vacant agency positions.
- Maintain current working knowledge of state and federal laws, rules and regulations.
- Partners with the HR Director on agency wide initiatives; act in the absence of the HR Director.
- Serves as the lead to one full time Human Resources Consultant 2.

Required Qualifications: A Bachelor's degree with focus on business, human resources, social or organizational behavioral sciences or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent. AND Three (3) years of full-time broad based senior consultant HR experience, including advising and consulting on a variety of human resource issues, to include providing interpretation of HR related rules, laws, collective bargaining agreements and policies and procedures. Experience may include a combination of the following: labor relations; employee relations; performance management; organizational and employee development; recruitment and selection, classification and compensation; and FMLA / reasonable accommodation. OR Seven (7) years of full-time broad based senior consultant HR experience, including advising and consulting on a variety of human resource issues, to include providing interpretation of HR related rules, laws, collective bargaining agreements and policies and procedures. Experience may include a combination of the following: labor relations; employee relations; performance management; organizational and employee development; recruitment and selection, classification and compensation; and FMLA / reasonable accommodation. In addition to the above: - One year of professional consulting on performance management and resolution of human relations issues.
- Intermediate skill level with the State of WA HRMS (or similar SAP system) performing personnel actions. (Having read-only access is not considered performing personnel actions.)
- Basic skill level in Word, Outlook, and Excel.
- Ability to type or input 40 words per minute.
Preferred/Desired Qualifications: - Current professional HR certification: PHR, SPHR, SHRM-CP and/or SHRM-SCP.
- Two (2) or more years of experience providing professional level HR support within the WA state employment system, to include interpretation of merit system rules.
- Experience providing professional level HR support in a unionized environment.
- Professional level experience in recruitment and selection, to include intermediate level skills in WA State on-line recruiting system (NEOGOV), or a similar software recruiting system.
- Intermediate level skills with Microsoft Office Word, Excel, and Outlook.
