Position Overview We are seeking a dynamic leader who leads by example. As a Program Manager (CoS), you will collaborate closely with senior customer leadership to shape portfolio strategy, drive execution, and oversee a mix of recurring initiatives, deliverables, and ad hoc projects throughout the year. In this role, you will partner with senior Coast Guard Surface Acquisition leadership to craft acquisition documentation, address inquiries from internal and external stakeholders, and provide seamless support for executive meetings. Responsibilities
- Provide direct supervision to five full-time project leads and indirect oversight to a team of 25 employees and subcontractors. Responsibilities include interviewing, hiring, and training team members; planning and assigning tasks; evaluating performance; recognizing achievements; addressing disciplinary issues; and resolving conflicts effectively.
- Establish and uphold quality standards for all team members, serving as the primary liaison between government clients and project staff to ensure alignment and successful collaboration.
- Serve as a strategic advisor to the Surface Acquisition APEO and its subject matter experts, offering guidance on communications, strategic initiatives, and tactical planning.
- Act as a key institutional connector, coordinating across the Front Office and CG-93 program offices to ensure organizational priorities are aligned, clearly articulated, and advanced in interactions with Congressional stakeholders.
- Lead the development and management of executive and Congressional briefing materials, issue papers, and responses. Collaborate with Front Office leaders, other directorates, and the CG-925 Communications team to deliver timely and accurate responses to stakeholder requests for information.
- Analyze and distill leadership priorities, communicating key themes and actionable insights to diverse stakeholder groups, tailored to their specific levels of need and understanding.
- Oversee the preparation and quality assurance of various briefing materials, including documents for appointments, conferences, and meetings. Manage the collection, maintenance, control, retrieval, and dissemination of correspondence and documents to meet the APEO/Deputy APEO's information needs.
- Research, draft, and edit informational materials, decision memoranda, and internal communications to support leadership and organizational objectives.
- Facilitate documentation development for acquisition planning and project management, spanning mission analysis, requirements generation, design, development, production, and deployment.
- Plan, prepare, track, and maintain periodic acquisition briefing materials and program documentation.
Required Skills and Experience
- Minimum 5-8 years of recognized industry experience providing support and strategic advice to senior government executives.
- Minimum 5-8 years of dedicated experience supporting the U.S. Coast Guard.
- Proven expertise in managing large delivery teams while fostering and expanding strategic client relationships.
- Skilled in establishing and tracking cost, schedule, and performance metrics to ensure project success.
- PMP or DHS P/PM Level II required, Level III preferred.
- U.S. Citizenship with the ability to obtain and maintain required security clearance.
- Bachelor's Degree.
- Exceptional written and verbal communication skills in English, with a focus on clarity, precision, and brevity.
- Proficient understanding of DHS Acquisition Instructions/Guidebook (102-01), U.S. Coast Guard Major Systems Acquisition Manual (MSAM), or DOD 5000-compliant ACAT I or II programs.
- Advanced proficiency in O365, including Word, Excel, PowerPoint, and Outlook.
- Strong attention to detail and unwavering commitment to accuracy.
- Highly articulate and well-spoken in English, with exceptional attention to detail and a commitment to clear communication.
- Exhibits a positive attitude, self-motivation, strong organizational skills, and a knack for creative problem-solving.
Education Bachelor's Degree Clearance Requirements U.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance. Work Location: Hybrid - Washington DC, Monday and Friday - Remote; Tues/Weds/Thurs - on-site

Compensation The salary range for this position is $130,000 - $155,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
